Global bandwidth needs have tripled in four years. A new transoceanic cable system still takes five to seven years to come online. The bottleneck: a limited fleet of cable-laying ships, heavy regulation, and massive capital costs.

The capacity that does exist today sits exposed on the seabed – one break, accidental or hostile, can take a region offline for weeks.
